Graduated from the Moscow State Institute International Relations (MGIMO) of the USSR Ministry of Foreign Affairs in 1968 (winter graduation), graduated from MGIMO correspondence postgraduate studies in 1977, Doctor of Political Sciences, Candidate of Historical Sciences; defended the first dissertation in the USSR on the topic of multipolarity of international relations. He combined practical work in the system of the Ministry of Foreign Affairs and abroad with teaching at MGIMO, as well as at the University of Marxism-Leninism, in whose structure he headed the Department of International Relations and Foreign Policy. Specializing in the problems of «hot spots» of the post-Soviet space, he published a number of articles and a monograph «Regional conflicts in the post-Soviet space: Nagorno-Karabakh, Abkhazia, South Ossetia, Transnistria, Tajikistan». In 2002 he defended his doctoral thesis \"The role of the Organization for Security and Cooperation in Europe in the settlement of regional conflicts in the post-Soviet space in the near abroad. Political Science Analysis\” (specialty No. 23.00.02). The material of the dissertation was actively used in practical work as an ambassador, head of the OSCE missions in Armenia and Tajikistan, as well as chief adviser to the UN Regional Center for Conflict Prevention in Central Asia in the course of resolving the ethical conflict in the South of Kyrgyzstan in 2010-2011.
